What would have taken a week to get done, turned into 7 weeks because of the rain that settled in on Texas.  It's been many weeks of rain showers.  When it wasn't raining, it was cold and overcast, so the muddy roads never dried out.  When you're having to deal with large equipment like this project requires, the ground can be moist, but not sopping wet or the weight will create huge ruts, the previous work will be ruined, and the project can't be completed.
